What is the best over the counter method for whitening teeth?

White plaque spots on teeth?
I'm 14 and I have braces. I get them off during the summer but I have had white spots on some of my teeth and my dentists are concerned because they can turn into cavities.. They have gotten better ever since I have improved my brushing but they r still there. I'm nervous about them showing and looking ugly when I get my braces off. My parents won't let me use the fluoride rinse my dentist gave me because she's concerned about it andme swallowing it. (so please don't say this rinse) is there anything i can do at home to treat this before I get my braces off? When I get my braces off I'm definitely using crest white strips.
