Is this legal for the people at my mental health center to do?

I go through a prescription assistance program for my medication for OCD and ADHD right now since the cost of medication is sky high and I am poor. My doctor prescribed my meds of course and I always get it through the program which sends it their to the pharmacy at the center I go to for my therapy and doctor visits. I have to re-enroll in the program every year, and I usually have enough meds to last me until they approve the application again, NOT THIS YEAR. They did not have one bottle left when I had to sign up for the program again. I am almost out of one of the medicines I take and the other may last me, I haven't counted it yet. They said they would have to wait until the application comes through and they send me more bottle. In the meantime I have talked to the nurse there about it and she said she would talk to the doctor about it. That was the first nurse I talked to, another one called me monday after she got a hold of the notes from the first nurse going to the doctor. She was totally braindead and didn't understand what I was telling her. She first made the assumption that I was now making enough money to not qualify for the program and I had to bluntly state that I am having to wait on more meds while my application goes through. Heck, I am making less this year than I was last year. I lost my job and had to settle for one that paid less until I could find another. Still no luck with the crappy job market. They said it could take weeks but one time it took a month to go through(but I had plenty of meds then). They said all they can do is talk to the doctor about getting on a cheaper medicine that is supposed to treat the same stuff, but with a different name until it all goes through. That will be tommorow before the nurse can talk to her since the doctor was not there today. I was told they were going to talk to her on Monday. I can buy a 30 day supply of the pills but they cost over 0.00. I know abruptly going off of medication can make someone sick and even make their behavior go bad(some have gone on shooting sprees), can these people legally do this to me?? I mean that is just stupid/
The people at the pharmacy told me that it was time for me to re-apply. They have do it at a various time each year. It is a we-tell-you type situation. I didn't know.
They don't have samples either.

Does brushing too much cause bad breath?

I'm somewhat OCD when it comes to brushing my teeth. I brush after almost every meal and I eat a lot of small meals throughout the day, so I end up brushing my teeth at least 4-5 times a day. I've noticed lately that my breath smells a little funny and have never had this before. I also noticed that I've been a little more OCD than usual about brushing my teeth lately..... Any connection?

Does rinsing with water after using ACT mouthwash negate it?

I started using the ACT mouthwash with fluoride, but it says on the bottle not to eat or drink for 30 minutes after rinsing with it.

I don't know if it's OCD or what but I always have to do a final rinse with water after brushing my teeth or using a mouthwash.

Would doing this render the fluoride in the ACT mouthwash useless?
