The cells that create enamel called ameloblasts die as the tooth are grown. When the new tooth erupts into the mouth, the ameloblasts die off because they are removed from their source of nutrition. Once the ameloblasts die off, there is no way to create new enamel.
So enamel can’t grown back.
However enamel can be re-mineralized and secondary dentin can re-grow and ‘fill in’ a cavity.
